Arduino Mega R3 PWM Frequency in range? Trying to go to 0-10v control for Wind Simulator. Will this work?

Hi guys, looking for a little advice here.

 

I'm currently running the Symprojects fan controller to control PWM fans.

I want to change this now, and what I need is a 0-10v signal instead of a PWM signal.

My new fan is mains powered but takes an external 0-10v signal to control its speed.

 

I've got this device from Amazon coming

Which takes a PWM signal and converts it to 0-10v - perfect.

Problem is it wont take the 25Khz PWM signal from my Symprojects controller, as it needs a PWM signal between 100HZ-3KHZ.

 

So what I'm thinking is a buy an Arduino Mega R3

Which I believe will output the PWM at a frequency within the range I need to go into the above converter.

 

Having never used an Arduino I just wanted to run this past someone who understands to check what I am doing is right.

Can I just set the output frequency of the Arduino PWM in Simhub itself?  I've seen screenshots which suggest yes but that was for an adafruit motorshield - so do I need one of those?  

I dont THINK I do as I'm not powering a motor, I just need a PWM signal of the right frequency.

 

Man as a novice to all this who just plugged in his symproject controller and it all worked, I hope I'm not asking stupid questions here.
