Fixing Ignition Startup Video on dash

I use SimRacingAddicts laptimer (racelogic 3dprint) and recently his default loading screen stopped showing correctly so I downloaded his video from youtube.

 

I switched the binding to [WebPlugin.ServerBaseUrl] + 'Video.html?file=Loading' per Romainrobs suggestion on a previous post.

The video plays correctly on initial Ignition on/vehicle startup when first jumping in the session, regardless of game. However any subsequent time I turn the vehicle off and then back on again within the same game session the video does not play.

The group folder this web video is in has this visible binding with a raw result as False 

if([SessionTypeName]='RACE' && [CompletedLaps]>=1 ,0,
if([SessionTypeName]='Race' && [CompletedLaps]>=1 ,0

isincreasing(14500, [DataCorePlugin.GameData.EngineStarted])))

 

Any help would be greatly appreciated I have zero knowledge of java or nCalc.
