Monster Moto Board and PWM Fans Query

So last year I built a Wind Sim using the basic add-on board (Motorshield V2), Given that I bought a few sets of fans and the SimHub software has been upgraded (Thank you!) I figured I'd try and improve my setup with the Motorshield Monster Moto Board. I was looking at the recommendation that WotEver mentioned last year (Poll Dual VNH5019 Motor Driver Shield) but these seem to be discontinued.

The fans I'd like to use are PWM Fans, from what I understand not all PWM fans come to a complete stop? I saw a YouTube video of this board being used and only connecting power source and fans wired to the corresponding positive and negatives. The chap said to not wire the PWM or Tach wires to anything. Is this correct and will this work? Don't get the board until Sunday so thought I'd prepare any other parts on the meantime.

Also is it wise to put a heatsink and fan on the two chips? I'll be using two fans at 2.7a each and may even wire on a duplicate set that are 1a each meaning that there would be a total maximum of 7.4amps. Is it ok to mix the two sets of fans? And to not I will be issuing a 12v 10amp power supply.
