Monster Moto Shield problem

Hi all, I just purchased a Monster Moto Shield to run two 1.5 amp fans. The motor shield I was using was rated at 0.6 amps continuous and 1.2 amps peak. I purchased the Monster Moto Shield because I thought the fans weren’t reaching full speed. 

However, I have two problems. Only one output on the Monster is working and the one that is working isn’t running the fans at a constant speed.  The fans are increasing speed as I drive faster as it should, but while doing so the fan speed and pitch is varying. This is most notable when flat out where the difference can be felt and heard.

 

I put the old shield back in and it is working as it should be. The monster should be able to run both fans off one output connected in parallel so I don’t mind just using one output. But I don’t know whether the fluctuating speed is a fault or something in the settings. If anyone has any ideas I would be most grateful.
