Need Tablet Connection help

Everything was working just fine with my fire tablet, now yesterday, it will not connect to my PC I get the error "service unavailable check address" the address is correct to what the program on my computer says, I tried adding a windows defender firewall rule, but not sure if I did it correct, I even tried my android phone and the same thing.
