PWM setting for FAN in Simhub Arduino config.

I am using Pin 9 on my Arduino Uno to control a 12v 4pin motor Noctua NF-P12 im finding an issue though where if i adjust the wind speed, the motor doesn't spin up until about 48% - 100% best range ive found by adjust the PWM value to about 118. If i set it higher its even higher and the fan speed goes up then down the up again on the way to 100% 

Any suggestions what i need to do to adjust this value to make my fan controllable from 1%?
